Google Analytics describes % New Sessions as an "estimate of the percentage of first visit". A distinction is made between new and returning users. How to deal with unknown users is not described. When a user visits a page with a tracking code, Google Analytics generates a random ID that is linked to the cookie in the user's browser. Each ID is considered as an individual user.
